Scope / Overview
The Regulatory Specialist IV provides regulatory planning, permitting, and compliance support for construction and operational activities. This position ensures environmental review, permitting, and compliance requirements are integrated into project planning and execution while maintaining compliance with internal environmental and regulatory procedures. The role supports environmental stewardship, permitting strategies, agency coordination, compliance tracking, and regulatory reporting activities.

Main Functions
  • Provide regulatory planning, permitting, and compliance support.
  • Participate in project execution to ensure environmental review and permitting requirements are integrated into project planning and implementation.
  • Ensure compliance with internal environmental and regulatory procedures, including compliance assurance and operations excellence requirements.
  • Develop environmental contracting, regulatory, and permitting strategies.
  • Maintain and enhance relationships with federal, state, and local agencies.
  • Coordinate collection and analysis of regulatory metrics.
  • Support environmental stewardship, surface management, and land access activities.
Tasks and Responsibilities
  • Coordinate environmental review and permitting activities at the local, state, and federal levels.
  • Ensure permit requirements are implemented, secured, and maintained in compliance.
  • Track and comply with numerous permit stipulations and communicate compliance status to appropriate personnel.
  • Represent CPAI Construction Group with internal groups, regulatory agencies, and non-government organizations.
  • Oversee local subsistence representatives’ activities and address concerns.
  • Provide training to contract personnel as required.
  • Coordinate with Field Environmental Coordinators and local, state, and federal compliance personnel.
  • Support environmental compliance activities including spill reporting, tundra disturbance reporting, water withdrawal exceedance reporting, and waste management.
  • Support permitting processes with state and federal agencies and implementation of permit conditions for field compliance.
Required Qualifications
  • Senior-level professional with typically 7+ years of experience.
  • Understands advanced aspects of the discipline and is viewed as an expert in the field.
  • Applies a broad range of competencies to develop solutions to complex problems.
  • Influences others to achieve objectives.
  • Provides specialized, technical, and functional guidance within the department and/or business asset.
  • Self-motivated.
  • Strong technical writing skills.
  • Strong attention to detail.
  • Familiarity with local, state, and federal spill reporting requirements.
  • Familiarity with local state tundra disturbance reporting requirements.
  • Familiarity with local state water withdrawal exceedance reporting requirements.
  • Experience overseeing local subsistence representatives and addressing concerns.
  • Experience with construction projects including ice roads and pads, pipeline projects, and facility installation.
  • Ability to cooperatively interface with Field Environmental Coordinators and compliance personnel.
  • Experience tracking permit stipulations and compliance requirements.
  • NSTC with H2S.
  • Valid Driver’s License.
  • Familiarity with state and federal waste regulations and management requirements.
  • Experience with permitting processes for state and federal agencies and implementation of permit conditions for field compliance.
  • Experience with general environmental compliance activities including spill reporting, tundra damage reporting, and waste management.
Preferred Qualifications
  • Previous North Slope experience.
  • Familiarity with CPAI procedures, assets, and compliance requirements.
  • Bachelor's Degree (preferred in Science or Environmental Studies).
