The Water Management Supervisor/Superintendent III oversees water sourcing, permitting, transfer operations, temporary infrastructure, contractor activities, and associated land and right-of-way coordination. This position manages water delivery to frac spreads and drilling locations while ensuring safe execution, accurate volume tracking, regulatory compliance, and alignment between field personnel, project teams, landowners, consultants, and company stakeholders.
Key Accountabilities
The strongest candidate will have substantial upstream water-management experience with direct responsibility for sourcing, permitting, routing, transferring, and documenting water used in drilling and hydraulic-fracturing operations. Appropriate backgrounds may include Water Management Superintendent, Water Transfer Supervisor, Completions Water Coordinator, Frac Water Supervisor, Water Resources Coordinator, or a comparable oil and gas field-leadership position. Experience limited to municipal water systems, wastewater treatment, or general construction would not provide the same level of alignment without direct upstream drilling and completions support.

Scope
The Water Management Supervisor/Superintendent III oversees water sourcing, permitting, transfer operations, temporary infrastructure, contractor activities, and associated land and right-of-way coordination. This position manages water delivery to frac spreads and drilling locations while ensuring safe execution, accurate volume tracking, regulatory compliance, and alignment between field personnel, project teams, landowners, consultants, and company stakeholders.
Key Accountabilities
- Coordinate contractor and consultant workforces to complete assigned activities.
- Manage and coordinate water transfers to frac spreads and water supply to drilling and completion locations.
- Identify and plan routes for water-transfer operations.
- Collaborate with PRRTC regarding water-use and land agreements.
- Communicate required temporary routes to right-of-way agents for upcoming projects.
- Support the acquisition of right-of-way for temporary frac lines and drilling water-supply lines.
- Coordinate operational and scheduling changes between office and field personnel.
- Use temporary water-line agreements to secure long-term routes for water transfers.
- Capture and document water volumes and footage of lines installed on landowners’ property.
- Determine the need for new frac pits and drilling water wells.
- Procure new off-lease frac pits and water wells.
- Perform quality-control oversight for frac-pit construction, installed water lines, and frac-pit maintenance.
- Review and coordinate documentation and proposed changes with landowners, attorneys, and water consultants.
- Conduct weekly scheduling and planning meetings.
- Review and schedule upcoming jobs requiring water-transfer operations.
- Evaluate schedules and resolve potential conflicts.
- Conduct monthly safety meetings.
- Communicate daily with project leads regarding job progress and safety.
- Obtain required permits for water use and water wells through applicable underground water districts.
- Obtain permits for state and county road crossings.
- Attend monthly meetings with applicable water districts.
- Submit monthly water-volume reports to the districts.
- Submit check requests to PRRTC for water used in operations.
- Compile invoice trackers and line sheets for each job.
- Coordinate with Procurement to resolve pricing issues.
- Typically 10–15 years of relevant experience in water management, oil and gas operations, completions support, water-transfer operations, or a closely related field.
- Experience coordinating water supply and transfer activities supporting drilling and hydraulic-fracturing operations.
- Experience overseeing contractors, consultants, professional employees, and/or lead personnel.
- Knowledge of temporary water lines, frac pits, drilling water wells, and water-transfer infrastructure.
- Experience coordinating land access, right-of-way requirements, and water-use agreements.
- Familiarity with water-well, water-use, and road-crossing permitting.
- Ability to oversee several technical or functional work areas simultaneously.
- Demonstrated ability to resolve complex operational, scheduling, regulatory, and land-access issues.
- Strong planning, scheduling, documentation, contractor-management, and field-coordination skills.
- Ability to conduct safety meetings and provide consistent oversight of field safety performance.
- Ability to track water volumes, installed line footage, invoices, and job-specific documentation.
- Ability to align operational plans with functional strategies and business objectives.
- Direct water-management experience supporting upstream oil and gas drilling and completions.
- Experience coordinating water transfers to multiple frac spreads.
- Bakken or Williston Basin operating experience.
- Established knowledge of North Dakota water districts, road-crossing permits, landowner agreements, and right-of-way processes.
- Experience performing quality-control oversight for frac-pit construction and temporary water-line installation.
- Experience working with landowners, attorneys, water consultants, procurement teams, and right-of-way agents.
