This position provides project cost and schedule leadership while supporting the Project Management Team, project stewards, contractors, and other stakeholders throughout the project lifecycle.

Scope
The Project Controls Lead/Engineer implements overall project-controls direction through the application of systems and methods supporting estimate development, cost control, progress measurement, schedule development and control, forecasting, and management of change. This position provides project cost and schedule leadership while supporting the Project Management Team, project stewards, contractors, and other stakeholders throughout the project lifecycle.
Key Responsibilities
- Provide timely and accurate project-controls data and deliverables supporting benchmarking and tool development.
- Provide leadership and expertise in project cost, scheduling, progress measurement, forecasting, and change management.
- Support the Project Team and project stewards with cost and schedule analysis, reporting, forecasting, and budgeting.
- Develop and maintain the Project Controls Plan and Management of Change Plan.
- Establish and implement the project stewardship process, including leading monthly cost and schedule stewardship reviews.
- Coordinate priorities for new and ongoing estimating, planning, scheduling, and cost-control activities.
- Lead the preparation and maintenance of:
- Cost Breakdown Structure
- Original Control Budget
- Current Control Budget
- Project Master Schedule
- Planning and budgeting deliverables
- Overall cost and progress-control systems
- Coordinate the collection, analysis, and reporting of cost and schedule information.
- Assess overall project status, identify potential problem areas, and prepare cost and schedule forecasts.
- Administer and facilitate the Management of Change process.
- Facilitate capital-efficiency and Opportunities and Vulnerabilities processes.
- Interface with Controllers regarding AFEs, budgets, invoices, and Work-in-Place development.
- Participate in bid evaluations as required.
- Support the development of contract price budgets, contract-control schedules, and project milestones.
- Ensure the Project Controls team understands contractor payment terms and applicable contract-coordination procedures.
- Lead project preparation for Gate Reviews, Advance Commitment, Full Funding, and supplemental funding activities.
- Coordinate cost and schedule estimates for Gate, Check Point, and Advance Commitment reviews.
- Coordinate the development of Estimate Confidence Packages and Estimate Development Plans.
- Respond to ad hoc project-controls and reporting requests from the Project Management Team.
- Support consortium, affiliate, and joint-venture presentations.
- Support project closeout reporting and CA$HD input.
- Perform project-level quality assurance by monitoring and evaluating contractor performance in cost control, progress measurement, and schedule control.
- Ensure contractors implement effective project-control organizations, plans, procedures, and processes.
- Review and, when appropriate, endorse contractor cost, schedule, progress, baseline, and forecast information.
- Review contractor-reported progress measurements.
- Review the cost and schedule basis of contractor change proposals and change orders, including contractor-developed progress trends.
- Assist site management with developing and reviewing cost and schedule corrective actions and recovery plans.
- Monitor the implementation of approved corrective actions and recovery plans.
- Manage the project Cost and Schedule organization, including contractor sites, and serve as the central link between the project and the broader organization.
- Maintain close coordination with project and functional team members.
- Coordinate the development of a Project Controls Implementation Plan tailored to the specific project.
- Provide feedback, coaching, and mentorship to project-controls engineers and planners.
- Ensure functional alignment, support, and approval for key deliverables, including Estimate Confidence Packages and Estimate Development Plans.
- Promote capital efficiency across assigned projects.
- Proven project-controls experience with demonstrated accomplishments in both cost control and schedule control.
- Supervisory or project-controls leadership experience.
- Strong Microsoft Office skills, particularly Excel and PowerPoint.
- Strong analytical, computing, influencing, consulting, and mentoring skills.
- Strong interpersonal and written and verbal communication skills.
- Ability to manage multiple priorities and respond quickly to urgent analysis requests.
- Demonstrated adaptability as project priorities and requirements change.

- Willingness to relocate to a required project site or work overseas if needed.
- Resume must accurately reflect the candidate’s experience and qualifications.
- Bachelor’s or master’s degree in Engineering, Engineering Technology, Construction Management, or a related discipline is preferred.
- Relevant project-controls experience may be considered in lieu of a degree.
- Project-management or project-controls certification from a recognized organization, such as Primavera, PMI, or AACE.
- Knowledge of company project-management best-practice frameworks and key work processes.
- Experience supporting contractor cost control, scheduling, progress measurement, forecasting, change management, and project stewardship.
