Scope
Project Controls Lead responsible for driving cost, schedule, and progress control across capital projects. Provides leadership in planning, forecasting, change management, and stewardship processes while interfacing with project teams, contractors, and leadership.

Key Responsibilities
  • Lead cost, schedule, and progress measurement systems across the project
  • Develop and manage:
    • Project Controls Plan
    • Management of Change (MOC) Plan
  • Own cost structures and schedules:
    • CBS, OCB, CCB
    • Project Master Schedule
  • Provide forecasting, reporting, and budget support to PMT
  • Lead monthly stewardship reviews (cost & schedule)
  • Manage contractor performance (cost, schedule, progress)
  • Review and endorse contractor baselines and forecasts
  • Support Gate reviews, funding approvals, and estimate packages
  • Coordinate estimating, planning, and cost control priorities
  • Interface with Controllers on AFEs, budgets, invoices, WIP
  • Drive capital efficiency and identify risks/opportunities
  • Lead change management and corrective action planning
  • Mentor project controls team members
  • Support close-out reporting and final project deliverables

Skills & Qualifications
  • Bachelor’s Degree (Engineering, Engineering Technology, or Construction Management)
  • Strong experience in:
    • Cost control
    • Schedule control
    • Project controls systems
  • Supervisory experience required
  • Strong Excel & PowerPoint skills
  • Knowledge of project management frameworks and processes
  • Strong communication, analytical, and influencing skills
  • Ability to multitask and respond quickly to project needs
  • Willingness to relocate and/or travel as required
  • Comfortable working in team and potentially overseas environments

  • Long-term assignment with strong project exposure
  • Preference for candidates local to Carlsbad or willing to relocate
  • Midland candidates must be willing to travel regularly to site
