Scope / Overview
The Instrumentation and Controls Lead III is responsible for defining and leading all instrumentation-related pre-commissioning and commissioning activities across project phases. This position supports the development and execution of centralized engineering services for existing upstream production operating units and new upstream capital projects to maintain the safety, availability, and reliability of instrument and control systems while optimizing cost. The role will oversee scope development, workload assignments, standards implementation, estimating, budgeting, scheduling, and progress reporting for instrumentation activities.

The Instrumentation and Controls Lead III is responsible for defining and leading all instrumentation-related pre-commissioning and commissioning activities across project phases. This position supports the development and execution of centralized engineering services for existing upstream production operating units and new upstream capital projects to maintain the safety, availability, and reliability of instrument and control systems while optimizing cost. The role will oversee scope development, workload assignments, standards implementation, estimating, budgeting, scheduling, and progress reporting for instrumentation activities.
- Define the scope of all pre-commissioning and commissioning activities for instrumentation systems.
- Assign workloads and oversee execution of instrumentation commissioning activities.
- Review, implement, and maintain commissioning standards and procedures.
- Develop and manage man-hour estimates, cost estimates, budgets, and progress reporting.
- Support centralized engineering services for existing upstream production facilities and new capital projects.
- Maintain the safety, availability, and reliability of instrumentation and control systems while optimizing lifecycle costs.
- Liaise with customers, vendors, engineers, and other disciplines as required.
- Participate in HAZOP, LOPA, constructability, quality, and technical reviews.
- Assist in the design, review, and approval of instrumentation engineering deliverables including:
- Instrument indexes
- Installation details
- Instrument location drawings
- Datasheets
- Wiring drawings
- Loop drawings
- P&IDs
- Material requisitions
- Instrument selection and evaluation
- Control valve calculations
- Flow element calculations
- Pressure safety valve calculations
- Document control logs
- Bills of material
- Instrument change approvals
- Support project Acceptance Testing (AT) activities by:
- Reviewing procedures
- Assigning resources
- Attending acceptance testing as required
- Adjusting commissioning scope based on testing results and deficiencies
- Develop, monitor, and adjust commissioning execution schedules.
- Support project execution while ensuring compliance with applicable engineering standards and safety requirements.
- Previous experience in a closely related position and/or supervisory experience in a related field.
- Extensive knowledge of instrumentation and control design standards, specifications, codes, and applicable safety criteria.
- Ability to review, evaluate, and update:
- Cause and Effect diagrams
- P&IDs
- Logic diagrams
- Control system architecture diagrams
- Control narratives
- Experience with selection, application, and ISA datasheet specification of:
- Pressure instruments
- Temperature instruments
- Level instruments
- Control valves
- Shutdown valves
- Fire and gas detection systems
- Proficiency with data collection and analysis tools including:
- SAP
- Analytics for Excel
- Tableau
- Ability to adapt to tight deadlines, heavy workloads, and changing priorities.
- Proficient in Microsoft Office Suite.
- Strong technical and business communication skills.
- Ability to read, write, and speak fluent English.
- MS or advanced degree in Electrical Engineering, Mechanical Engineering, or related engineering specialty.
- Equivalent professional experience may be considered in lieu of an advanced degree.
- Strong upstream oil and gas instrumentation and controls experience is preferred.
- Experience supporting commissioning, acceptance testing, and project execution activities is highly desirable.
- Participation in process safety reviews including HAZOP and LOPA is expected.
