Scope
This position will oversee detailed engineering for upstream/unconventional projects in the Midland Basin. Primary responsibilities include oversight of engineering contractors and maintenance of standard designs.
The ideal candidate will have a strong I&E/Instrumentation and Controls background, a solid engineering foundation, and enough low-voltage electrical knowledge to effectively review and challenge contractor engineering. Candidates must be able to evaluate and comment on electrical design documents for systems rated 480V and less.
This person does not necessarily need to design electrical circuits but should be capable of reviewing electrical diagrams, breaker settings, transformer sizing, telecom, and other low-voltage electrical components.
MAIN FUNCTIONS
Define scope of all pre-commissioning and commissioning activities, assign workloads, review and implement standards/procedures including man-hour estimating, cost estimating, budgeting, and progress reporting for Instrumentation scope for all phases of the project.
Support development and execution of centralized engineering services for existing upstream production operating units and new upstream capital projects to maintain safety, availability, and reliability of the instrument and control systems while optimizing cost.

TASKS AND RESPONSIBILITIES
  • Liaise with customers, vendors, engineers, and other disciplines as required.
  • Participate in HAZOP/LOPA reviews and in other technical, constructability, and quality reviews.
  • Assist in the design, review, and approval of Instrumentation-related engineering deliverables, including instrument indexes, installation details, location drawings, datasheets, wiring drawings, loop drawings, P&IDs, material requisitions, evaluation of alternatives and selection of instruments, calculations for control valves, flow elements, and pressure safety valves, document control logs, bills of materials, and instrument change approvals.
  • Support project Acceptance Testing (AT), including reviewing procedures, assigning resources, periodically attending AT, and adjusting commissioning scope to integrate AT successes and deficiencies.
  • Develop, track, and adjust the commissioning execution schedule.
SKILLS AND QUALIFICATIONS
  • Previous experience in a closely related position and/or supervisory experience in a related field.
  • Bachelor’s/MS degree in Electrical or Mechanical Engineering or a related engineering specialty, or equivalent professional experience.
  • Extensive knowledge of discipline design standards, specifications, codes, and appropriate safety criteria.
  • Ability to review, evaluate, and update cause and effect, P&IDs, logic and architecture diagrams, and control narratives.
  • Experience in selection, application, and ISA datasheet specification of hardware, including pressure, temperature, and level instruments; control valves; shutdown valves; and fire/gas detection.
  • Proficiency in data collection and analysis with common database and software data analysis tools such as SAP, Analytics for Excel, and Tableau.
  • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
  • Proficiency in Microsoft Office.
  • Ability to read, write, and speak fluent English, especially as it applies to technical and business communications.
  • Strong I&E/controls background with meaningful electrical capability and upstream/unconventional experience.
  • Solid engineering foundation and experience providing engineering/contractor oversight.
  • Electrical Engineering background is likely the best fit, although another engineering discipline may work with the right experience.
