We are seeking an experienced Project Controls Lead II (PCL) to provide leadership in cost control, scheduling, progress measurement, and change management for major oil and gas projects. The PCL will implement overall project controls direction, mentor junior staff, and ensure alignment with company best practices and stewardship requirements.
- Lead development of Project Controls Plans and Management of Change (MOC) Plans
- Provide project cost, schedule, and progress leadership, including benchmarking and tool building
- Prepare and steward cost breakdown structures (CBS), control budgets (OCB/CCB), and the Project Master Schedule
- Coordinate cost/schedule data collection, analysis, and reporting, highlighting risks and trends
- Facilitate capital efficiency reviews, gates reviews, and checkpoint reviews (Advance Commitment, Full Funding, etc.)
- Review and endorse contractor schedules, progress, cost baselines, and change proposals
- Interface with Controllers for AFEs, invoices, budgets, and Work-in-Place tracking
- Participate in bid evaluation, contract budgets, and control schedules development
- Provide QA by monitoring contractor cost/schedule performance and corrective actions
- Mentor project controls engineers and planners; ensure team alignment on deliverables
- Support close-out reporting and consortium/joint venture presentations
- Promote continuous improvement, creativity, and capital efficiency
- Bachelor’s or Master’s degree in Engineering, Construction Management, or related field
- 10+ years of experience in project controls, with focus on cost and schedule management
- Supervisory/leadership experience required
- Certifications preferred: Primavera, PMI, AACE, or equivalent
- Proficient with data visualization tools (PowerBI, Tableau, Spotfire)
- Knowledge of SQL or Python for data analytics a plus
- Strong Excel and PowerPoint skills
- Excellent influencing, consulting, mentoring, analytical, and communication skills
- Experience in oil & gas project management frameworks and best practices
- Adaptability to changing priorities and ability to manage urgent requests
- Central leadership role linking project teams with cost and schedule stewardship
- High visibility position supporting Gates, MOC, Capital Efficiency, and Joint Venture activities
- Requires strong technical expertise plus ability to mentor and influence project teams
- Local role in Midland with overtime opportunities
